April Report
RECESS BEFORE LUNCH: Samantha O’Neil, a representative from Healthy Howard, presented a report that indicated that elementary schools that convert to a “Recess Before Lunch” (RBL) format have experienced fewer behavioral disruptions in class due to recess activity, fewer trips to the nurse, and less food waste in the cafeteria. SCHOOL BUDGET: Representatives from the Superintendent’s Office and Board of Education shared information regarding the FY10 operating budget. Although the budget is not final, the Superintendent’s office speculates that the HCPSS shortfall will range from $3 – 5 million. The county expected a better scenario due to the federal stimulus money, but it looks like stimulus funds will go toward the capital budget because stimulus funds represent a one-time allotment. The final budget will be hammered out in conference committee in the Maryland General Assembly prior to a vote.

· HC DrugFree Report: 35% of 12 graders and 3% of 8th graders report having tried marijuana. Tip: Volunteer work is better than paid jobs for teens because on paid jobs there is more interaction with older teens and bad influences.
· To address cyber bullying a HCPSS committee proposed change to the bullying policy is as follows: “Intentional conduct including verbal, physical, or written conduct, or an intentional electronic communication that creates a hostile educational environment...at a school activity or event or on a school bus; or substantially disrupts the orderly operation of a school.”
· A nominating committee has been formed to seek out nominations for executive board positions for next year.
